It seems that, prior to the decimation of New Orleans, it was just friendly advice to evacuate the city. Now that the city is a cesspool of toxic wastes and dead bodies, the mayor thinks it might be a good idea to use force to run people out of town.

Heads up to other city mayors: this is what you do when you issue the evacuation notice the first time. It reduces the number of people who get killed by natural disasters.
